45. The Technical Committee shall appoint a Secretary to attend to the business of the Technological Department, and a separate account shall be kept of all receipts and expenditure relating exclusively to such Department, and the Committee may apply direct through their Secretary for grants from the Technical Instruction Committee of the City Corporation.

46. The Technical Committee may appoint SubCommittees to assist them in the management, but the Technical Committee as a whole shall be responsible to the Council for the proper management of the Technical Department and Technical School.

47. The minutes of the Technical Committee shall be submitted to the Council at their Monthly Meetings. The Council may approve or disapprove of minutes relating to the Technical Department. In the case of any minute relating to the Technical School the Council may remit such minute for the reconsideration of the Technical Committee with a statement of their views, but in such a matter the decision of the Technical Committee shall prevail.

BOARDS OF STUDIES.

48. There shall be separate Boards of Studies for the several Faculties in the College, and in particular for those of Arts and Science, of Technology, and of Medicine. The Board of Medical Studies shall consist of all the Lecturers in the Department of Medicine. The Board for the other Faculties shall consist of those Members of the Senate who teach in

the respective Faculties, together with such other Lecturers as may be appointed by the Senate. Member of the Senate or any other person may be a Member of more than one Board. The Principal

shall be ex-officio a Member of each Board. Board shall elect its own Chairman, and the Board of Medical Studies shall in addition elect the Dean of the Medical Faculty. A Board may consider questions respecting the courses arranged for the Studies in its Faculty or matters referred to it by the Senate, and may if it think fit, make recommendations to the Senate on such subjects.

STUDENTS.

49. Any Student whether male or female shall be admitted as a regular Day Student of the College, who satisfies the following Conditions:

(1) Is either over 17 years of age on entrance, or if under 17 passes an entrance examination, or has previously passed such public examination as may be satisfactory to the Senate.

(2) Produces a certificate of age and such testimonials of good moral character from some responsible person as may be satisfactory to the Principal.

Subject, however, to the exception that no woman Student shall be admitted in the Medical Faculty without the separate consents of the Board of Medical Studies and the Senate.

50. Every Student on admission shall receive a printed statement of such Statutes, regulations and bye-laws as affect him or her, and shall sign a declaration that he or she accepts them and will observe them.

FINANCE.

51. The accounts of the College shall be kept under four heads to be respectively called

A.-Arts and Science Departmental Account.
B.-Technological Departmental Account.
C.-Medical Departmental Account.

D.-General Expenses Account.

52.-The various Departmental Accounts shall deal with the salaries of the Professors and Teachers in those Departments, the service and the cost of apparatus and of maintenance of or other expenses connected with the buildings set apart for their use. Into each fund shall be paid

(a) Any sum allocated to the Department out of the Amalgamated Endowment Fund.

(b) Students' fees in the Department.

(c) Such proportion of subscriptions or donations, or of grants from Parliament, County or City Councils, or other bodies, or of other moneys as may be decided by the Council, or as may have been given exclusively for the use of the Department.

53. The Technological Departmental Account shall be kept with a separate Banking Account, and the management of the funds of the Department shall be in the hands of the Technical Committee, and the Treasurer shall make out in such form as the Technical Committee shall require, a separate annual statement of the receipts and expenditure of the Department.

54. The General Expenses Account shall deal with those matters not included in the Departmental Accounts, and in particular with the salaries of the Principal, Registrar, and other General Officers of the College, Office expenses, Calendar and Advertising, and College Libraries. Into it shall be paid such sums as may from time to time be appropriated thereto by the Council.
