The Association is still the owner of $3200.00 worth of Liberty Bonds which are kept in safety deposit box in the Fidelity National Bank of Oklahoma City; I cashed interest coupons in October, 1927, amounting to $136.00, which represented the full year's interest on these bonds.

All bills owing by the Association up to the present time, have been paid and this report does not include the expense of the present convention.

CONSTITUTION

AS AMENDED 1927.

ARTICLE I.

NAME AND OBJECT.

This Association shall be known as "The Oklahoma State Bar Association." Its object shall be to advance the science of jurisprudence, promote the administration of justice, and in the enactment of wise and useful legislation, uphold the honor of the profession of the law, and encourage cordial intercourse among the members of the Oklahoma bar.

ARTICLE II.

QUALIFICATIONS FOR MEMBERSHIP.

Any person shall be eligible to membership in this Association who shall be a member in good standing of the Bar of Oklahoma and who shall be nominated as hereinafter provided; provided, that any such person who has heretofore been a member of this Association and defaulted in his dues and thereby ceases to be a member may be reinstated upon his making application to the General Council and tendering to the Treasurer of the Association all dues to which he is delinquent; and provided further, that in the event a member is delinquent for more than three years, the General Council may admit such member upon payment of the delinquent dues for such three years.

ARTICLE III.

OFFICERS AND COMMITTEES.

Section 1. The following officers shall be nominated by the General Council and elected at each annual meeting by the membership of the Association for the year en

:

suing a President (the same person shall not be elected President two years in succession); one Vice-President for each judicial district; one Secretary; one Treasurer; General Council consisting of seven members, and an Executive Committee, which shall consist of the President, the retiring President, the Treasurer, the Secretary and four members to be elected, and the President shall be the chairman of the committee.

Section 2. The following committees shall be annually appointed by the president for the year ensuing: On Jurisprudence and Law Reform, to consist of five members:

On Judicial Administration and Remedial Reform, to consist of thirteen members. The committee shall have authority to divide itself into three sub-committees of four each, the general chairman to be chairman of each sub-committee.

On Legal Education and Admission to the Bar, to consist of five members.

On Legal Ethics and Grievances, to consist of five members.

On Uniformity of Laws, to consist of five members. On American Citizenship, to consist of one member from each Supreme Court District.

On Memorials, to consist of three, of whom the Secretary shall always be one, and of which committee the secretary shall be chairman, whose duty it shall be to report to the meetings the names of all members who have died since the last session with such notices of their deaths as shall, in the discretion of the committee, be proper. It shall be the duty of the vice-president from each district to report the deaths of members within the same to said committee.

On Membership, which shall be composed of a member appointed from each Supreme Court Judicial District.

On Banquets, to consist of three members.

Sec. 3. The Vice President for each judicial district, and not less than two other members from such district selected and appointed by the respective Vice Presidents, shall constitute local councils for such districts, to which shall be referred all applications for membership therefrom. The Vice President shall be ex-officio chairman of such local council, and shall notify the members selected by him to compose such council, and shall notify the Secretary of the names of the members so selected.

Sec. 4. A majority of those members of any committee who may be present at any meeting of the committee shall constitute a quorum of such committee for the purpose of such meeting.

Sec. 5. Vacanices in elective offices shall be filled by selection by the Executive Committee; provided, that vacanices in the General Council, if a majority do not attend any annual session, shall be filled at such session by election by the Association, or in such manner as the Association shall at such session determine.

ARTICLE IV.

ELECTION OF MEMBERS.

Section 1. All nominations for membership shall be made by the local council of the district to which the persons nominated belong. Such nominations shall be transmitted in writing to the Chairman of the General Council and be approved by the General Council by vote by ballot. All nominations thus made and approved shall be reported by the Council to the Association, and all whose names are thus reported shall become members of the Association; provided, that if any member demand a vote upon any name thus reported, the Association shall vote thereupon by ballot.
